Ballot Measure B Information

To make repairs and upgrades to local schools and continue meeting the needs of our students, the Beaumont Unified School District Board of Trustees voted to place Measure B, a school facilities improvement bond extension, on the November 3, 2026, ballot. If approved by registered voters in the District, without increasing tax rates, Measure B could provide $86 million in locally controlled school funding to:

Repair or replace deteriorating roofs, plumbing, HVAC, and electrical systems
Improve student safety and campus security systems
Upgrade older schools to meet current codes
Provide modern labs and CTE (career technical education) facilities
Replace aging portables and update computer systems

Fiscal Accountability and Oversight Is the Law

If approved by voters, Measure B would include strict fiscal accountability protections to ensure responsible use of funds:

No funds would be used for administrators' salaries or pensions
A local citizens' oversight committee would be established under the law to conduct audits and publish audits
No funds would be controlled or taken by the state of California.

Funding for Local Schools - Without Increasing Taxes

Measure B would NOT increase tax rates. Instead, it would extend the current tax rate of $20 per $100,000 of a property's assessed* value per year while bonds are outstanding.

*Assessed value is based on the original purchase price of a property and may not increase by more than 2% a year. This means the assessed value is often significantly lower than a property's market value. It is this lower assessed value that the cost of a bond measure is based.

Current School Facilities

Over half of all Beaumont USD schools are over two decades old. One school was constructed in 1941, the same year Mount Rushmore was completed. Due to the rapidly aging portfolio of school classrooms and labs, facilities are in need of repairs and upgrades to meet current academic standards.

Additionally, there are 81 portable classrooms over 20 years old, requiring costly repairs to address structural damage and water leaks.

The Future of Beaumont USD

Beaumont USD is considered the fastest-growing district in Riverside County. Enrollment has increased in the last 15 years by 37% and is projected to continue to increase by 3% each year. Due to increasing enrollment, TK and kindergarten programs have been reduced to half-day schedules.

The Facilities Master Plan calls for various projects and facilities improvements to address classroom needs today and within the next 20 years. This includes projects for new construction, modernization, facility system replacements, and site enhancements.

What is the difference between assessed value and market value? >

The cost of bond measures is based on the assessed value of properties. The assessed value of a property is based on the original purchase price and may not increase by more than 2% a year, while the market value tends to grow at a much faster rate based on market conditions. Thus, the assessed value is usually much lower than the market value, especially if a property was purchased long ago at a much lower price than it could be purchased for today. It is this lower assessed value upon which the cost of a bond measure is based.
